Special Education & SHARS Funding On the Line

Over the past two years,Texas school districts have lost tens of millions in SHARS Medicaid reimbursements due to restrictive state-level billing policies and implementation changes. These losses directly impact on your ability to fund special education staff, services, and support for students with disabilities.

On Monday, March 31, 2025, at 2:00 PM, the House Appropriations Committee will hold a public hearing on:

  • SB 1 – General Appropriations Bill (invited testimony)
  • HB 500 –Supplemental Appropriations & Adjustments (public testimony allowed)

This is our opportunity to push for stronger, fairer, and federally aligned funding for SHARS and Special Education across Texas.

Why It Matters:

  • SHARS reimbursements in Texas have declined by up to 40% in some districts
  • Recent policy shifts favor state-centered interpretations over federal CMS-approved guidance
  • Without legislative action, districts will continue to lose funding to which they are legally entitled
